If we shadows have offended... actually, this *is* canon. For those of you still confused, it boils down to this: Erlkonig and Jadis played Xanatos Gambit Speed Chess until James switched the game board and Jareth tossed them both out of the tournament.

So, correct me if I'm wrong here, but I'm rereading and starting to speculate. In the King's War arc, possibly earlier though I don't recall it, Story starts targeting Jamie.

Unless I misinterpret, in this arc: Jamie is (playing a part in) breaking Story's hold on Jareth (which all Fae/'if' people are born under), when Jareth reclaims Jamie's soul he makes ties between his realm and Jamie (speaking about their role as the Unwanted while holding the soul of someone who has been cast aside and rejected no matter what he does), and earlier (she did reference what he'd do without a convenient drop) Jamie both confronted and comforted Jareth as his friend (also, the beginnings of his interactions with Socks and care of goblins) and seems to be the one most dedicated to reinforcing that reliability even when he doesn't intend to.

So: Story targets the person (Jamie) who stole it's previous target (Jareth); a connection is revealed/consolidated between this character and the realm and people of Unwanted; and said character steps firmly into a loyal, supporting role to Jareth.

Perhaps the last two are reasons (not all the reasons, but still present) that Jareth picked Jamie as his regent, while the first may give a hint as to Story's particular motivations. I freely acknowledge I could be all wet on this, but that's the direction my speculation is wandering right now.
