Labyrinth (the movie) strongly implied that at least some of the goblins were human once. Children wished away, family members trying to get them back and failing etc..

As this comic also built that narrative connection with the Hobbit and Scandinavian/Germanic myth we can also say that at least in this comic definitely not all are that way, but still.
