If this (and the next one which is the follow up) bothers you, you can probably safely ignore them from continuity, but it at least explains why I give Javert slightly pointed ears and the ability to suss out the supernatural.

Erik belongs to Leroux and Webber. Jareth belongs to Henson, Lucas, and Bowie. Norrington belongs to Disney, Bruckheimer, and Davenport. Javert belongs to Hugo, Boublil, Schonberg, and Kretzmer.
Hm. In the immensely huge book, Javert's mother is specifically mentioned as a gypsy fortune teller... maybe Morgan le Fay acting human for a few decades?
There's a long and potentially interesting headcanon theory for how it works, mostly following the journey of the story, which pretty much boils down to just that.
